The Gadget needs to be packed differently. The gadget has an additional folder level that, when removed, installs and runs the gadget as advertized. If you rename the gadget with a .ZIP extention, then you can see the additional folder level that causes the gadget to fail to load. Copying the content to another folder, removing the additional tumblr.gadget folder and moving all of the files up one level, the gadget installs ans runs perfectly.

Scott - thanks for the for the pointer. This is my first Vista Sidebar gadget, so I was due to screw something up. I've repackaged the gadget and it should install correctly now. Let me know if you see other issues.
